Chen Quanguo, acting governor of Hebei province, delivers his government work report at the Third Session of the 11th Hebei Provincial People’s Congress.

He said the provincial government will implement the Outlook on Scientific Development and the central government's economic decisions to transform economic development while deepening reform and opening up to achieve goals of the 11th Five-Year-Plan in 2010, which is the last year of the 11th Five-Year-Plan(2006-2010).

The governor also put forward the province's economic goals for 2010. "The GDP is expected to grow by 9 percent, urban residents’ income by 10 percent and farmers' income 6 percent, while production energy consumption will go down by 4 percent. The government will also keep the registered urban unemployment rate at around 4.6 percent and the CPI rise to around 3 percent," he said in the report.
