Infrastructure projects in Hebei call for bids

1. The Construction of 5 km2 Infrastructure (phase-1) Shangbancheng Industrial Park, Chengde City

Ⅰ. Project Contents

A land lot of 5 km2 will be developed within Shangbancheng Industrial Park to construct such infrastructure projects as roads, water, power, heating, gas, pollutant discharge, telecommunication and flood control dams within the Park. It is expected to be completed in 2009-2012.

Ⅱ. Investment Estimate

This project involves a total investment of $365.5 million.

Ⅲ. Market Analysis

With Beijing-Chengde Expressway to be wholly open to traffic this year, the expressways of Chengde-Tangshan, Chengde-Qinhuangdao, Chengde-Chaoyang, and Chengde-Chifeng, etc. to be completed, and Chengde High-speed Railway Station to be established, Shangbancheng Industrial Park's access to transport will be greatly improved.

By relying on industry superiorities of the core zone completed, Shangbancheng Industrial Park will surely serve as an ideal destination for projects of large equipment manufacturing industry, new material and clean energy industry, logistics Industry, etc..

Ⅳ. Construction Conditions

The construction site of this project is located in Shangbancheng Town, Chengde County, 20 km away from Chengde City proper and 15 km from Chengde County seat, which lies at the intersection area between Northeast China, Inner Mongolia and North China, with access to transport being convenient and the land flat.

Ⅴ.Benefit Analysis

After completion, a land lot of 7500 mu acquired will be wholly transferred. According to the Park plan, the industrial use, commercial/trade and residential use will make up around 50% respectively; price of transferal for industrial use will be around 250,000 yuan/mu, and price for commercial/trade and residential use, 600,000 yuan/mu, with the land transferal income to be a total of 3.19 billion yuan. After completion, this project is expected to yield an output value of 7.5 billion yuan, profits & taxes of 1.2 billion yuan. The investment recovery will be guaranteed, and the combined economic results will be huge.

Xindong Development Center of Chengde High-tech Development Zone is a state-owned enterprise; founded in May 2005 and having a registered capital of 70 million yuan, it specializes in land development, infrastructure construction, and investment promotion. With a solid financial strength, it had developed an accumulative total of 2760 mu land, and invested 45.32 million dollars by 2006.

2. The Construction of 3300 mu Infrastructure (phase-1) Yanyingzi Business Area, Chengde City

Ⅰ. Project Contents

A land lot of 3300 mu will be developed within Yanyingzi area of Development Zone to construct such infrastructure projects as roads, water, power, heating, gas, pollutant discharge, telecommunication and flood control dams within the Park. It is expected to be completed in 2009-2013.

Ⅱ. Investment Estimate and Financing

This project involves a total investment of $202.49 million.

Ⅲ. Market Analysis

At present, the land lot acquired by Chengde High-tech Development Zone has been transferred wholly, and still more than 20 businesses fail to make an entry into the Zone for construction because of space constraint. To launch the infrastructure construction of Yanyingzi Business Area will lay a foundation for developing real estate, commercial services, new & high-tech industry, etc. according to the plan within Yanyingzi area. The construction of Yanyingzi Business Area will further upgrade the image of the overall functions of the city, improve the investment climate, and give an impetus to the local development.

Ⅳ. Construction Conditions

The project construction site is located at the area of Yanyingzi Village within Chengde High-tech Development Zone, and neighbors on the Luanhe River to the east; with a convenient access to transport and a flat land, it is suitable for development of real estate, commercial services, new & high-tech industry, etc..

Ⅴ.Benefit Analysis

After completion, a land lot of 3300 mu acquired will be wholly transferred. With reference to the present land price of the equal area in Chengde City, Yanyingzi Business Area will have a transferal price of around 1 million yuan/mu, and yield benefits of 3.3 billion yuan, The investment recovery will be guaranteed, and the combined economic results will be huge.

3. The Comprehensive Improvement of Both Banks of the Wuliehe River Chengde City

Ⅰ. Project Contents

From the Eastern Bank to Yingbin Road. The starting/ending points of Yingbin Road are the intersection of Century Town and the southern overpass of Beijing–Chengde Expressway, and the road has a total length of 4900 m, and a width of 40 m. The motor-vehicle roadway is 10.5 m wide respectively on both sides, the non-motor-vehicle roadway, 3.5 m, and the pavement, 2.5 m; the middle belt separation and the curb both are 3.0 m wide, and the separation belt and the curb on both sides, 2.0 m wide; eight bus stops will be built. From the Western Bank to Beijing–Chengde Tour Road. The starting/ending points of Beijing–Chengde Tour Road are west of Wuliehe Bridge and north of Fenghuangshan Bridge; the road has a total length of 5800 m, and a width of 25 m – of which the roadway is 20 m, and the pavement is 2.5 m respectively on both sides. Five water-flush public toilets, and eight bus stops will be built along the road.

Ⅱ. Investment Estimate

This project involves a total investment of 137.43 million dollars, of which 81.87 million dollars is for the Eastern Bank; and 55.56 million dollars for the Western Bank.

Ⅲ. Market Analysis

The two roads are the two important exits of Chengde City, and the important connecting line between the city proper and Beijing–Chengde Expressway and the New Zone, thus the peripheral surroundings and road status represent the image of Chengde City. As Beijing–Chengde Expressway completed and Beijing–Shenyang High-speed Railway to be constructed pass through Chengde City, and the present status of the two roads falls far behind the requirements, the improvement of the both banks of the Wuliehe River is imperative.

Ⅳ. Construction Conditions

The Bureau of Housing and Urban-Rural Development and the Bureau of Urban Administration have launched demolishment and land acquisition in an all-round way, and entrusted an assessing company with the assessment; the demolishment permit is going through the handling formalities. The land title investigation is underway.

Ⅴ.Benefit Analysis

Right of use of some land lots may be acquired through the demolishment, and they can be transformed into commercial land by altering the land use to recover the investment.
