31. Weizhai River North Region Reconstruction of Xingtai City

Ⅰ. The Project Content

The project locates to the north of Weizhai River and to the south of Niushi Street and Yangshi Street. With the east boundry Shunde Road and the west boundry Xiaodong Street, the project overs an area of 176,000 m2, equal to 270mu. The area includes two companies and 500 households. The construction project planning to develop residential building of 100,000 square meters.

Ⅱ. Project Total Investment and Financing

The total estimated investment is 34 million dollars. The way of financing is investment promotion.

Ⅲ. Construction Conditions

The location of the project is superior and the environment is fine. The scale of the project is suitable. The supporting facilities of the area including water supply, heat and gas supply, electric and transportation are very advantageous. The project can settle down the removing residents and solve the housing pressure due to the "Three –Year Great Change Project". This project has expansive market prospect.

32. Photovoltaic Industry Demonstration Park of Xingtai City

Ⅰ. The Project Content

This project includes pulicity & display area, demonstration & research area, supporting residential area and business & fiance area. The project covers planned land of 91 hectares(equal to 1365mu) building area is 675,500 m2. Pulicity & display area, demonstration & research area and business & finance area demand external finish. The internal finish includes civil work decoration and intermediate equipment installation. The building standard of supporting residential area is midium-to-high grade house standard.

Ⅱ. Investment Estimate and Financing

The government will attract investment for the demenstration park project. The total investment includes land cost, construction and sales cost counts up to 261.7 million dollars. The whole project financing is planned to introduce foreign capital.

III. Market Analysis

The project locates in the Development Zone in the north of Xingtai City. It is in the center of the Development Zone near the Jingzhu Highway Xingtai North Exit. With convenient transportation, fine environment, the project has high potential of revaluation and expansive development prospect.

IV. Construction Conditions

The location selection, city planning and conceptual layout of the project are accomplished. 30 meter-wide Jianye Road, which is the north-south orientation secondary arterial road in the east of Xingtai city is to the west of the projcet. To the south of the project is the 60 meter-wide South Circle Road, which is the east-west orientation primary arterial road to Xingtai City. The transportation is very convenient. The supplies of water, elextric, gas and communication facilities are consummated.

V. Benefit Analysis

The construction period of the projcet is 3 years. The estimated sales income is 326.03 million dollars. After the project construction and sale of the project, the profit will be 64.33 milion dollars. The profit rate is 25%, and the period of investment return is 3 years.

VI. Chinese Enterprise's Profile

The Chinese part is Xingtai Development Zone Management Committee, which is agency of Xingtai government. Xingtai Development Zone is a provincial level industrial development district founded in 1994, approved by government of Hebei Province. Xingtai Dvelopment Zone Management Committee corners the primary land market in the Development Zone. At present, the Development Zone has Photovoltaic energy high-tech industry, equipment manufacturing industry,modern service industry as three leading industries. In the recent 3 years, the Development Zone GDP annual rate of growth and government receipt annual rate of growth are both above 30%, ranked No.1 in Xingtai City.

33. New Town Residential Area Ecologic Zone Dongjing Nunnery 1.15 Million Square Meters Community Reconstruction, Xingtai City

Ⅰ. The Project Content

The project includes three sections as following: removing residential building for villagers, business place building for the removing villagers, and commercial residential building for sale. The total planning land area is 64.28 hectares, in which 22.81 hectares is planned for removing residential building, 5.07 hectares for business place building to arrange the removing villagers, and 36.40 hectares (equal to 526.0 mu) for commercial residential building development. The removing residential building and the business place building demand external finish. The internal finish includes civil work decoration and intermediate equipment installation. The building standard of commercial residential building is midium-to-high grade house standard.

Ⅱ. Investment Estimate

The investment for removing residential building and the business place building will be raised by the village government, not open to outside capital. The commercial residential building development is planned to attract investment. The total investment including land price,construction and sales cost amounts to 282.16 million US dollars. The financing is planned to introduce foreign capital.

III. Market Analysis

This project locates in the Development Zone in the east of Xingtai City. It is the left swing of the Xingtai east gate. Jingzhu highway Xingtai exit and Shiwu high-speed railway Xingtai station are in the area. Near to the administrative heart of Development Zone, it is the residential center of the new town of east Xingtai. With convenient transportation, fine environment, the project has high potential of revaluation and expansive development prospect.

The location selection and city planning are accomplished. 100 meter-wide East Circle Road, which is the north-south orientation landscape road in the east of Xingtai city is to the west of the projcet. To the north of the project is the 110 meter-wide East Zhongxing Street, which is the east-west orientation landscape road to Xingtai City. The transportation is very convenient. The supplies of water, elextric, gas and communication facilities are consummated.

V. Benefit Analysis

The construction period of the projcet is 3 years. The sales income will be 2.548 billion dollars, according to current commercial residential building price 3500 Yuan per square meter. The profit of the whole project is 0.618 billion dollars. The rate of the profit is 32%, and the period of investment return is 2 years.
