43. Fuyang River Main City Section River Bank Aisle Comprehensive Development Project in Handan City

Ⅰ. The Project Content

The project is to the north of Nanhu Park and to the south of Menghu Lake senic apot. The area is 16 kilometers long, and covers the land area of 15 square kilometers. Take the advantages of the unique and superior water envirenment and green space corridor of Fuyang River, the project is planned to explore the deep historical and cultural details of Fuyang River and pump new development idea, to establish elaborate river bank aisle. Along the river eight gates, nine gardens and twenty eight bridges will be constructed as infrastructural facilities. While building 3 zones (River Bank Sightseeing Zone, Business Leisure Pedestrian Zone, and Ecologic Experience Tourism Zone) and 3 centers (Centeral River Bank Leisure Business Area, Hanshan Cultural Leisure Business Area and Congtai Tourism Leisure Business Area), the project is planed to build a city sightseeing zone with multifunction for tourism, laisure, amusement, business, and residence. This project enjoys urban redevelopment preferential policy and key project supporting preferential policy of Handan government.

Ⅱ. Investment Estimate

The total investment is 3216.37 million dollars.

III. Construction Conditions

The river bank area is the golden district of the city. There are abundant labour power, material and capital in the area. Old town and villages in the city of the area are under reconstruction plan, and part of the reconstruction has already started. All the factories in the area is under the" suppress the second industry and develop the third industry " project of Handan City. Some of the factories have begun to move out. Treatment of watercourse is mostly finished. Preliminary plan and design of the project is completed. The infrastructural facilities around the area including roads, water sulppy, electric supply and system of drains are all in readiness.

44. Hedong Village Reconstruction Project in Handan City

Ⅰ. The Project Content

The village is in the range of the reconstruction project of the 55 villages in the city within the ring road. There are 3800 residents, 927 households in the area. The planned land area is 500 Mu. In 2010 Handan government takes Hedong village into reconstruction list, and offers favorable policies. The construction will be implemented according to The Implementation instruction on accelerating the old town and inner-city village reconstruction in the main city ([2009] No. 39) of the municipal government. Land grand fee will follow a policy of"separating revenue from expenditures", and the land price and deed tax can be paid in three times within three months, after deducting related fees, will be returned charged to property owner by the finance charge as the removal and rebuilding resettlement compensation. At the same time the project exempt from government funding and administrative fees such as land management fees, urban infrastructure supporting fees, house ownership registration fees, urban road occupation excavation costs and special funds of new wall materials etc.; Exempt from construction waste and sediment handling fees; for the construction of civil air defense according to the provisions the basement of ex-situ construction costs is free, due to geology, terrain and planning reasons not to build air-defense basement, remit half of the civil air defense construction fee; for the transfer condition that allocated by the municipal government to build low-rent housing at cost price of the acquisition is no longer to extract the low-rent housing security funds.

The total investment is 58.48 million dollars. No limitation for proportion of foreign tradesman investment.

III. Market Analysis

Current price of the Handan City real estate market is steady and rising. Commercial residecial house sale is promising, with strong market potential.

The village is located in the city center within the ring road. The transportation is convenient, and infrastructure and supporting facilities are completed.
