25. The Reconstruction of East Street Area (Phase Ⅰ) in Xingtai City

I. Project Content

This project is located in the surrounded area by Zhongxing East Street, Xingzhou South Road, Niushi Street and Xiaodong Street. The project content includes residential buildings and the corresponding public facilities.

Ⅱ. Investment Estimation and Financing:

The total project investment is 50 million dollars, of which 40 million dollars is expected to be collected by foreign investment. Land-use right has to be obtained according to the relevant existing regulations of our country.

Ⅲ. Construction Conditions

1. Xingtai, linking the east with the west and connecting the south with the north, is located in the east-middle economic zone and economic rising belts around Bohai. The proposed reconstruction area known as the traditional commercial zone in history lies in the center of the city and Belongs to a part of "Hao Nan Guan". The north part of the project is adjacent to Zhongxin Street where transportation is extremely convenient. All in all there exists a broad potential.

2. Government favorable policies.

According to the regulations Interim Measures for Urban Redevelopment in Xingtai City, (Xing Zheng [2007] No. 32), the project area to be reconstructed belongs to the range of the old city, so it can enjoy the following favorable policies.

(1)Exemption from administrative and utilities charges within the power of municipal authority

(2)if the reconstructed area is transferred by mere land and the transferee units carry out the removal and rebuilding, the land transfer fee turned in to the municipal authority will totally return to the development units which implement removal and rebuilding.

Ⅳ.Construction Conditions

1.The project occupies an area of about 120 mu(including some streets and roads, except the present primary and middle schools) with plot ratio no more than 1.9, green space ratio no less than 25% and building density no more than 26%.

2. The building layers in the planned plot can be increased gradually from the west to the east, with the lower layers and multilayer buildings in the western part; the middle-high and high buildings in the eastern part.

3. Take great care about the street and lane pattern and historic district of historic conservation area. Protect the historical construction, conserve the land for present primary and middle school and preserve some land for further development.

26. The Development of Guoshoujing Cultural Plaza and Surrounding Area in Xingtai City

Ⅰ. Project Content

The project locates in Longgang New District and Longgang New Town of Xingtai city. The planning area is from Gangtie Road in the west, to the planning mountains park-Longgang Park in the east and near Guoshoujing Avenue in the south. The project is closely connecting with urban built-up area with noticeable location, development and construction advantages. Plan1: Constructing Guoshoujing Cultural Plaza and administrative service center and developing the surrounding area. Constructing Guoshoujing Cultural Plaza and administrative service center buildings. The construction includes: J2, J3 and J4 sections of J Land Block, which are public green space roads, and square respectively; J1 and J5 sections of J Land Block, which are for culture and entertainment project, and the interim construction is public green space; H Land Block is for administrative service project. Develop the part of the land within the surrounding of Gangtie Road, Jinquan Street, East Park Street and Guoshoujing Avenue. The specific location and size will be measured in detail budget. Ⅱ. Investment Estimation and Financing:

The total investment of the project is 42.00 million dollars. The investment for Guoshoujing Cultural Plaza is no less than 20.00 million dollars (land cost excluded), and the investment for the administrative service center (H Land Block) is no less than 22.00 million dollars (land cost excluded). It is planned to introduce foreign capital of 40.00 million dollars for the project. Guoshoujing Cultural Plaza and administrative service center related buildings are public service infrastructure projects. After the completion of the project, inspection, close to the agreed conditions, the project will be transferred to the Xingtai Municipal People's Government for management. To obtain land-use rights, go through the relevant existing regulations by country.

Ⅲ. Construction Conditions

1. Background Conditions

Xingtai locates in the south of Hebei Province. It is the hub of Heibei, Henan and Shangdong. The transportation is very convenient. Since the reformation and opening up, especially in recent years, urban economy and society have been developing rapidly. In current stage, it is in an urgent need for new growing space to support economic and social sustainable development. The City North has land in good condition and convenient traffic. The natural and human environment is excellent. Xingtai master plan has considered City North as improtant space and direction of city development. Developing and constructing Xingtai City North New Area is main construction and development direction in the coming decades.

2. Natural Conditions

The land of Guoshoujing Cultural Plaza and surrounding area is plain. North and south elevation difference is small.The elevation is higher in west than in the east. Ground elevation is about 70.6-84.4 meters above sea level.Yingtougang (the original name, now the place is planned as Longgang) is in the north of the area. 3. The Basic Conditions for Development There are two willages in the area, Linjiazhuang Village in the west and Yingtou Village in the east. Several blocks of entity-use land are in the road side of Guoshoujing Avenue and Gangtie Road. The rest are basic farmland and a small amount of unused land. The roads around the area including Guoshoujing Avenue and Gangtie Road are completed.

IV.Planning Conditions

 J2、J3、J4 Planning green space and plaza, the investment intensity of not less than 400 yuan / square meter 
 H Land area: 15.56 hetares. Volumetric rate is not more than 0.9; green land rate is not less than 40%; building density is not greater than 40%; 
 Developing Block Residential land capacity rate is not greater than 2.2, green land rate is not less than 35%; building density is not greater than 25%. 

The area is an extention of Yejin Road urban functional axis. It is "Join Point" of the main functions of existing urban areas and the future new urban space in the physical and psychological perception. While contructing Guoshoujing Cultural Plaza, the projct develops new administrative service center, business district, cultural and entertainment district, residential living district. The connnection of these important districts forms the core of the entire Longgang Town.

27. 1020 Mu Dongsheng International Medical Logistics Technology, Xingtai City

Ⅰ. Project Content

The project is planned to complete in three phases. The first phase is a logistics center of 259,620 square meters. The second phase is the International Medical Convention and Exhibition Center of 147,120 square meters. The third phase is Chinese and western mixture medicine development center of 162,620 square meters. The project covers an area of 1020 mu, with a total construction area of 569,360 square meters.

 Ⅱ.Investment Estimation

The total investment is 233.92 million dollars.

Ⅲ. Market Analysis

The project is planned to establish a medical logistics science and technology city with automation and information management. Facing the city's medical market, the demand is strong and the prospect is promising.

IV. Benefit Analysis

The project is expected to start in 2010, completed in 2016. After the completion, the year of sales income will be 30 billion yuan; profits and taxes will come to 100 million yuan; the social benefits will be up to 300 million yuan.

V.Chinese Enterprise's Profile

Hebei Dong Sheng Ying Hua Medical Co. Ltd. mainly engages in drug purchase, sale, keeping and distribution. The company's total assets are up to 700 million yuan, ranking the first among Hebei medical businesses. It is one of the national top 20 pharmaceutical businesses.
